A 250 count bag of felt wads from Ballistic products is around 10 bucks or 2.5 cents/shot. To lube the wads, make a hot mix of 40:60 beeswax to olive oil in which a hand full of wads are shaken in. Place the the lubed wads on a sheet of plastic wrap to cool.
